In the two and a half years the National Steering Committee (NSC) completed its work on a draft re authorization bill, many issues have emerged. some have been raised by tribal leaders and some by the Department of Health & Human Service's (DHHS) bill analysis. Other issues arise because of changes in law since the NSC completed its draft or because of differences between the bills introduced by the house (HR 1662) and the senate (S.212).
