Tribal leadders requested a brief summary of budget issues for thier meeting today, December 6, 2002, with White House and Department of Health and Human Services staff based on the 13th Annual Northwest Portland  Area Indian Health Board analysis of the Indian Health Service Budget.

Abstract:

Tribal leaders requested a brief summary of budget issues for their meeting today, December 6, 2002, with White House and Department of Health and Human Services Staffbased on the 13th Annual Northwest Portland Area Indian Health Board analysis of the Indian Health Service Budget. The character of budget formulation is vastly different for tribes than it is for the beneficiaries of other programs funded by the federal government. Trust responsibility and the government-to-government relationship between tribes and the federal government, by definition, requires a partnership in the development of the budget.
