Short Abstract:

On behalf of the National Council of Urban Indian Health, its 36 member organizations and the 150,000 urban individual Indian patients that our member health programs serve annually, I would like to thank the Senate Committee on Indian Affairs for the opportunity to provide written testimony addressing the FY 2009 budget elimination of the Urban Indian Health Program within the Indian Health Services. The National Council of Urban Indian Health opposes, with the strongest possible terms, the elimination of the funding for the Urban Indian Health Program in FY 2009 and urges the Senate Committee to strongly support the restoration and, indeed, support a 14% budget increase to address nearly a decade of funding shortfalls. Once again the President has proposed to eliminate the Urban Indian Health Programs in his FY09 Budget. This is the third year in a row that he has attempted to zero out this program despite Congress overwhelmingly rejecting this proposition in both the FY07 and FY08 budgets.  The Senate Appropriations Committee has traditionally taken its leads from this Committee and had, in the past two years, restored funding for the Urban Indian Health Program, going so far as to include sharp report language directed at the Administration.
