Short Abstract:
This memorandum analyzes Title V of S. 556 (108th Congress) for those provisions which are non-controversial and for those which have raised issues. Only three sections of Title V of the Indian Health Care Improvement Act (S. 556, 108th Congress) have raised significant inquiry on the part of either the Bush Administration or of Congress: Section 512, Treatment Of Certain Demonstration Projects Section 515, Federal Tort Claims Act Coverage and Section 517, Use of Federal Property and Supplies.
